Round 5: “Does Europe’s democracy need a fundamental update?”

In the arena of European politics, citizens are often standing only on the sidelines. Participating in the European elections every few years is not enough for more and more people. An overwhelming 92% of people in the EU want their voices to be taken more into account (Eurobarometer, 2021). That’s why we’re focusing on three fundamental reforms to strengthen and renew European democracy.
Organize your own HomeParliament in one of 8 languages or participate in one – digital or offline. Discuss and decide on the following questions:
- Should the principle of unanimity in the Council of the European Union be abolished and replaced by qualified majority voting?
- Should a representative citizens’ council advise the EU institutions on fundamental decisions?
- Should the European Parliament be able to propose and initiative its own legislation in addition to the EU Commission?
This is how your European HomeParliament works
The European HomeParliaments in Summer 2021

From April 24th to July 11th, people from 25 European countries gave their recommendations on what the EU should do about the pandemic in the 4th round of European HomeParliaments. The debate was controversial. In the end, 69% of the participants agreed: the European Union should advocate more strongly for European interests in future pandemic crises.
One of many results is that the majority of participants would like to see parts of the production of pharmaceuticals and medical products brought back to the EU.. The core argument for this is the gain in security of supply in times of crisis.

A HomeParliament is a private discussion group with 3 to 8 participants. You can either invite your friends or have yourself assigned to an interesting discussion group. It all takes place either online via Video-HomeParliament or in a face-to-face meeting.
In your HomeParliament you will have about 2 hours to discuss three proposals on an issue of EU politics. We provide you with simple instructions on how to do this.
Then, you submit the results of your discussions to our platform where the results of all European HomeParliaments are collected. These represent the wishes of all HomeParliaments. In this way, you are advising top EU politicians who are happy to exchange ideas with you.

With the results from the HomeParliaments from different parts of Europe, you will be advising renowned EU politicians. These politicians have agreed to take the findings into account in their deliberations and then give feedback in webinars, video statements or in writing.
